(Photo by Riccardo Savi\/Getty Images for Concordia Summit) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"32.000463535229\"><body readability=\"67.550917596258\"><\/p>\n<p>The United States needs to counter China\u2019s \u201cattempt to export a surveillance state across planet Earth,\u201d and instead push a \u201cclean American tech stack\u201d globally, National Cyber Director Sean Cairncross said Friday.<\/p>\n<p>\u201cIt\u2019s important that we send that message and engage with not only partners that we have now, but potential partners who are looking for assistance and open to help in that regard,\u201d Cairncross said in remarks at the 2025 Meridian Summit in Washington, D.C.<\/p>\n<p>The Chinese threat promises to be a big focus for Cairncross, a message he\u2019s been sending in his short tenure thus far.<\/p>\n<p>\u201cTo date, I don\u2019t think the United States has done a terrific job of sending the signal, in particular to China, that their behavior in this space is unacceptable,\u201d he said. \u201cIt\u2019s meant to do us harm. It <a href=\"https:\/\/cyberscoop.com\/chinas-typhoons-changing-the-way-fbi-hunts-sophisticated-threats\/\">sits on our critical infrastructure systems<\/a> and threatens chaos.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cIt tries to put us in strategic dilemmas that impact our decisionmaking,\u201d Cairncross continued about Beijing. \u201cAnd that is something that is scaling. It is something that is seen as cost-free, I think, across the ocean, and that is something that needs to be reset so that there is strategic stability in this domain.\u201d<\/p>\n<p>Cairncross said the United States\u2019 own <a href=\"https:\/\/cyberscoop.com\/us-cybersecurity-strategy-sean-cairncross-shift-risk-china-trump-biden-cisa\/\">national cybersecurity strategy<\/a> under President Donald Trump won\u2019t be as explicit in its directions as past editions. He said it wouldn\u2019t be 100 pages long, either.<\/p>\n<p>\u201cIt will be setting the posture of the United States in this domain and things that we are driving toward, and we will have follow-on action items that will be in support of that strategy,\u201d he told the audience at the event.<\/p>\n<p>His <a href=\"https:\/\/cyberscoop.com\/sean-cairncross-has-policy-coordination-in-mind-if-confirmed-as-national-cyber-director\/\">first priority<\/a> in the office will be to <a href=\"https:\/\/cyberscoop.com\/national-cyber-director-sean-cairncross-faces-challenges-on-policy-bureaucracy-threats\/\">establish it in the role<\/a> that Congress and the executive branch had in mind when it created it. Lawmakers did so in response to a recommendation from the Cyberspace Solarium Commission.<\/p>\n<p>The successor organization to the commission, CSC 2.0, made a <a href=\"https:\/\/cyberscoop.com\/cyberspace-solarium-commission-report-budget-workforce-cuts\/\">list of recommendations<\/a> this week, one of which was that policymakers should take action to further strengthen the office. The CSC 2.0 annual implementation report said the office doesn\u2019t have the authority to perform its mission as intended.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Bolstering ONCD is \u201cthe most likely first step,\u201d Executive Director Mark Montgomery told reporters this week, a point former commission co-chairs Mike Gallagher and Sen. Angus King, I-Maine, agree with. And that\u2019s \u201cmostly because of Cairncross\u2019s relationships,\u201d Montgomery added.
