But the hold from Sen. Rick Scott, R-Fla., appeared to be the biggest hurdle. With Plankey\u2019s <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-resolution\/520\/text\">exclusion from the resolution<\/a> to advance a bevy of nominees that got a key vote Thursday, procedural issues make it unlikely that he will be the nominee going forward, sources told CyberScoop. The administration would have to re-submit his name for nomination next year.<\/p>\n<p>Scott\u2019s hold was related to Department of Homeland Security Secretary Kristi Noem <a href=\"https:\/\/www.dhs.gov\/news\/2025\/07\/11\/secretary-noem-protects-american-taxpayers-against-wasteful-contracts-while\">partially terminating<\/a> a Coast Guard cutter program contract with Florida-based <a href=\"https:\/\/www.wjhg.com\/2025\/11\/15\/eastern-shipbuilding-suspends-work-offshore-patrol-cutter-program\/\">Eastern Shipbuilding Group<\/a>, multiple sources told CyberScoop. The Government Accountability Office issued <a href=\"https:\/\/breakingdefense.com\/2025\/11\/coast-guards-new-cutter-program-at-risk-of-costly-rework-schedule-delays-gao\/\">a critical report<\/a> on the program.<\/p>\n<p>While awaiting confirmation, Plankey, a 13-year Coast Guard officer, has been serving as <a href=\"https:\/\/www.news.uscg.mil\/Press-Releases\/Article\/4341295\/photo-release-54th-secretaries-cup-at-fenway-park\/\">senior adviser to the secretary for the Coast Guard<\/a>. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>A spokesperson for Scott did not respond to a request for comment Thursday, and did not confirm information about his hold when asked for comment in recent weeks.<\/p>\n<p>Sen. Ron Wyden, D-Ore., also had said he would place a hold on Plankey\u2019s nomination until CISA released an unclassified report on telecommunications network security. <a href=\"https:\/\/cyberscoop.com\/cisa-says-it-will-release-telecom-security-report-sought-by-sen-wyden-to-lift-hold-on-plankey-nomination\/\">CISA said in July<\/a> it would release the report, but as of Thursday, the agency had not publicly done so.<\/p>\n<p>North Carolina\u2019s GOP senators, Ted Budd and Thom Tillis, also had <a href=\"https:\/\/www.eenews.net\/articles\/tillis-backs-blocking-dhs-picks-over-delayed-disaster-funding\/\">placed a hold<\/a> on DHS nominees over disaster relief funding for the state.<\/p>\n<p>A single senator\u2019s ability to hold up the nomination process made Plankey\u2019s inclusion in a broader package his <a href=\"https:\/\/subscriber.politicopro.com\/article\/2025\/12\/cisa-director-nominee-sean-plankey-excluded-from-gop-nominations-package-00672213\">best chance for advancing<\/a>.<\/p>\n<p>Plankey\u2019s nomination had broad backing within the cybersecurity community. Backers have <a href=\"https:\/\/www.uschamber.com\/security\/letter-to-congress-on-the-nomination-of-sean-plankey\">frequently called<\/a> on the Senate to <a href=\"https:\/\/cyberscoop.com\/sean-plankey-cisa-confirmation-op-ed\/\">confirm him<\/a> for CISA director.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Some Democratic senators voted against his nomination after a Senate Homeland Security and Governmental Affairs Committee hearing in July, however, where he faced <a href=\"https:\/\/cyberscoop.com\/plankey-vows-to-boot-china-from-u-s-supply-chain-advocate-for-cisa-budget\/\">tough questions<\/a> from them about election security and the slashed workforce at the agency.<\/p>\n<p>Bridget Bean, since departed from CISA, and Deputy Director Madhu Gottumukkala have served as acting director of the agency since the departure of Jen Easterly in January as the Biden administration ended. The agency is poised to go without a Senate-confirmed leader heading into a year where the Trump administration plans to kick off implementation of <a href=\"https:\/\/cyberscoop.com\/trump-national-cybersecurity-strategy-2025-release\/\">a national cybersecurity strategy<\/a>.<\/p>\n<p>The Trump administration has <a href=\"https:\/\/www.politico.com\/news\/2025\/12\/01\/trump-nominations-withdrawals-record-00669890\">pulled back<\/a> a historic number of nominees so far this year.
