(Bill Clark\/CQ-Roll Call, Inc via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"22.441412043904\"><body readability=\"47.992318435754\"><\/p>\n<p>The Defense Department would require that senior leaders have secure mobile phones, that personnel would get cybersecurity training that includes a focus on artificial intelligence and that cyber troops would have access to mental health services under a compromise annual defense policy bill released over the weekend.<\/p>\n<p><a href=\"https:\/\/armedservices.house.gov\/ndaa\/fy26-ndaa-resources.htm\">The deal<\/a> between House and Senate negotiators on the fiscal 2026 National Defense Authorization Act (NDAA) is a massive piece of legislation that runs the gamut of the Pentagon, including a record-breaking $901 billion topline figure. It also has a grab bag of cybersecurity policy provisions. The House could take it up as soon as this week.<\/p>\n<p>The legislation states that the secretary of defense \u201cshall ensure\u201d that wireless mobile phones the department provides to its senior leaders and others working on sensitive national security missions meets a list of cybersecurity requirements, such as data encryption. A Pentagon watchdog last week published <a href=\"https:\/\/defensescoop.com\/2025\/12\/04\/signalgate-pentagon-oig-report-dod-cio-instant-messaging-options\/\">long-awaited examinations<\/a> of the Signalgate incident that enveloped Defense Secretary Pete Hegseth. <\/p>\n<p>The bill directs the department to make sure that behavioral health specialists with proper security clearances are dispatched to United States Cyber Command and the Cyber Mission Force. It follows in the tradition of <a href=\"https:\/\/defensescoop.com\/2023\/06\/22\/house-panel-wants-study-on-occupational-resiliency-of-cybercoms-operators\/\">past provisions<\/a> of defense policy bills to address the mental health needs of personnel there.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The department is told to revise mandatory training on cybersecurity for members of the Armed Forces and civilian employees \u201cto include content related to the unique cybersecurity challenges posed by the use of artificial intelligence.\u201d<\/p>\n<p>There are plenty of other cybersecurity provisions contained in the bill.<\/p>\n<p>It would set up barriers to <a href=\"https:\/\/defensescoop.com\/2025\/05\/16\/members-of-congress-vow-not-to-split-cyber-command-nsa\/\">splitting the leadership<\/a> of Cyber Command and the National Security Agency by prohibiting any department funding from being used to \u201creduce or diminish the responsibilities, authorities or organizational oversight of the Commander of the United States Cyber Command.\u201d<\/p>\n<p>On behalf of defense contractors, the bill orders the department to \u201charmonize the cybersecurity requirements\u201d across the department and reduce the number of cybersecurity requirements \u201cthat are unique to specific contracts.\u201d That\u2019s a focus of the forthcoming <a href=\"https:\/\/cyberscoop.com\/trump-cyber-strategy-six-pillars-industry-partnerships-deterrence\/\">Trump administration cybersecurity strategy<\/a>.<\/p>\n<p>It also includes a statement of policy on the use of commercial spyware.
