(Photo by DREW ANGERER\/AFP via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"36.204014694306\"><body readability=\"74.894864048338\"><\/p>\n<p>Retiring Comptroller General <a href=\"https:\/\/fedscoop.com\/tag\/gene-dodaro\/\">Gene Dodaro<\/a> delivered a message to lawmakers Tuesday on what he believes should be one of Congress\u2019s top priorities as he exits federal service: getting the government\u2019s cybersecurity work in order before it\u2019s too late.<\/p>\n<p>Appearing before a Senate Homeland Security and Governmental Affairs panel, Dodaro said cybersecurity and critical infrastructure protection are not getting \u201cthe urgent attention commensurate with the evolving grave threat.\u201d Daily pressure from state and non-state actors puts the U.S. in a \u201cvery vulnerable\u201d position, the Government Accountability Office chief said.<\/p>\n<p>One piece of addressing that puzzle, Dodaro said later in the <a href=\"https:\/\/www.hsgac.senate.gov\/subcommittees\/bmfwra\/hearings\/from-high-risk-to-high-reward-implementing-gao-recommendations-for-a-more-accountable-government\/\">Subcommittee on Border Management, Federal Workforce and Regulatory Affairs hearing<\/a>, is getting a permanent director of the Cybersecurity and Infrastructure Security Agency confirmed as soon as possible.<\/p>\n<p>\u201cI think it\u2019s essential,\u201d Dodaro said in response to a question from Sen. Bernie Moreno, R-Ohio, on the importance of having a CISA head in place. \u201cWe\u2019ve spent a lot of time trying to encourage the government to do more, and CISA was doing, you know, a better job.\u201d <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p><a href=\"https:\/\/cyberscoop.com\/cisa-gets-new-no-2-madhu-gottumukkala\/\">Madhu Gottumukkala<\/a> has served as CISA\u2019s acting director since the spring while Sean Plankey, the White House\u2019s nominee for the post, has awaited confirmation. Sources told CyberScoop earlier this month that <a href=\"https:\/\/cyberscoop.com\/sean-plankey-cisa-nomination-stalled-senate-holds\/\">Plankey is unlikely to move forward<\/a> after multiple senators placed or threatened holds on his nomination. <\/p>\n<p>\u201cWe have a lot of open recommendations still for them to do,\u201d Dodaro said. \u201cBut I\u2019m concerned that we\u2019re taking our foot off the gas at CISA, and I think we\u2019ll live to regret it.\u201d<\/p>\n<p>The GAO, which <a href=\"https:\/\/www.gao.gov\/about\/comptroller-general\/biography\">Dodaro has led since 2010<\/a>, designated cybersecurity as a high-risk area across the federal government in 1997, and did the same for critical infrastructure in 2003. There have been \u201ca lot of changes\u201d in the past decade, Dodaro added, but 600 out of 4,400 recommendations are still open.<\/p>\n<p>Addressing those recommendations will be increasingly hard, he continued, given the Trump administration\u2019s downsizing of CISA. The cyber agency has lost about a third of its staff, Dodaro said \u2014 a figure that Moreno said was \u201cobviously untenable\u201d given the reality of \u201cescalating\u201d threats facing the country.<\/p>\n<p>Dodaro noted earlier in the hearing that a threat that has him especially concerned involves CISA\u2019s mandate to protect the security of elections. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The cyber agency has historically \u201cprovided a lot of assistance to \u2026 elections officials at the state and local level,\u201d he said. \u201cI\u2019m concerned they may not be postured to do that with the midterms coming up, as well as deal with critical infrastructure throughout the country.\u201d<\/p>\n<p>Senators on both sides of the aisle appeared receptive to Dodaro\u2019s warnings and expressed gratitude for his more than 52 years of service at the congressional watchdog. <\/p>\n<p>\u201cThere are very few people in the world who can say that they saved their nation billions of dollars based on their service.
