(Photo by Win McNamee\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"57.207957110609\"><body readability=\"120.04326923077\"><\/p>\n<p>The Trump administration is withdrawing the United States from a handful of international organizations that work to strengthen cybersecurity.<\/p>\n<p>As part of a broader pullback from <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/01\/withdrawing-the-united-states-from-international-organizations-conventions-and-treaties-that-are-contrary-to-the-interests-of-the-united-states\/\">66 international organizations<\/a>, the administration is leaving the Global Forum on Cyber Expertise, the Online Freedom Coalition and the European Centre of Excellence for Countering Hybrid Threats.<\/p>\n<p>Trump\u2019s decision is in line with a president who has expressed hostility toward the existing international order, an approach critics fear creates a <a href=\"https:\/\/www.nytimes.com\/2026\/01\/07\/us\/politics\/trump-withdraw-un-organizations.html\">leadership power vacuum<\/a> for U.S. adversaries to fill.<\/p>\n<p>\u201cThe Trump Administration has found these institutions to be redundant in their scope, mismanaged, unnecessary, wasteful, poorly run, captured by the interests of actors advancing their own agendas contrary to our own, or a threat to our nation\u2019s sovereignty, freedoms, and general prosperity,\u201d Secretary of State Marco Rubio said in <a href=\"http:\/\/state.gov\/releases\/office-of-the-spokesperson\/2026\/01\/withdrawal-from-wasteful-ineffective-or-harmful-international-organizations\/?utm_source=homepage&utm_medium=hero&utm_campaign=io\">a statement<\/a> Thursday. \u201cPresident Trump is clear: It is no longer acceptable to be sending these institutions the blood, sweat, and treasure of the American people, with little to nothing to show for it. The days of billions of dollars in taxpayer money flowing to foreign interests at the expense of our people are over.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Rubio criticized the international organizations over \u201cDEI mandates,\u201d \u201c\u2018gender equity\u2019 campaigns\u201d and activities that \u201cconstrain American sovereignty.\u201d<\/p>\n<p>The Global Forum on Cyber Expertise works on issues such as critical infrastructure protection, cybercrime, cyber skills and policy and emerging technology. Its members include nations and government organizations like Interpol, but also tech companies like Hewlett Packard, Mastercard and Palo Alto Networks.<\/p>\n<p>The forum says it supports gender inclusivity, asserting that \u201cgender is a cross cutting issue with direct relevance to achieving international peace and security.\u201d<\/p>\n<p>A former president of the Global Forum on Cyber Expertise Foundation, Chris Painter, said he was \u201c surprised\u201d by the withdrawal.<\/p>\n<p>\u201cIt\u2019s a non-political capacity-building platform that the U.S. helped establish and that has done good work in the Western Balkans and Asian Pacific, among other places, that I think advances U.S. interests,\u201d said Painter, also the former top cyber diplomat at the State Department.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Ron Deibert, a professor of political science and the founder and director of the University of Toronto\u2019s Citizen Lab, said the withdrawal from the forum and the cuts at the U.S. Cybersecurity and Infrastructure Security Agency would \u201cfurther erode network security coordination at a time when the magnitude of cyber threats are rapidly increasing.\u201d<\/p>\n<p>Nina Jankowicz, a former Biden administration disinformation official who now head of the American Sunlight Project, a nonprofit dedicated to fighting disinformation, <a href=\"https:\/\/bsky.app\/profile\/ninajankowicz.com\/post\/3mbvwe77hn223\">took note<\/a> of the Trump administration \u2014 \u201cwhich claims to care about free speech\u201d \u2014 exiting the Freedom Online Coalition, which counts as its goals the support of \u201cfree expression, association, assembly, and privacy online.\u201d<\/p>\n<p>The coalition <a href=\"https:\/\/freedomonlinecoalition.com\/wp-content\/uploads\/2021\/06\/FOC-Joint-Statement-on-the-Human-Rights-Impact-of-Cybersecurity-Laws-Practices-and-Policies.pdf\">has campaigned<\/a> against cybersecurity laws that suppress human rights and cyberattacks that imperil individual safety.<\/p>\n<p>The European Centre of Excellence for Countering Hybrid Threats works to protect its members, which include members of the North Atlantic Treaty Organization, from an array of threats, among them those that manifest in cyberspace.<\/p>\n<p>The Trump administration also withdrew from other organizations whose work more tangentially touches on cybersecurity, such as the <a href=\"https:\/\/legal.un.org\/ilc\/reports\/2024\/english\/a_79_10_advance.pdf\">International Law Commission<\/a>.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Whatever flaws there are with some of the organizations Trump withdrew from, they are contributors to the \u201cinternational rules-based order,\u201d Deibert said <\/p>\n<p>\u201cWithout state participation, especially the powerful rich states, these forums will grind to a halt,\u201d he said. \u201cEven on a symbolic level, having a government like the U.S. \u2018not there\u2019 means very little can happen on a global level.
