href=\"https:\/\/cyberscoop.com\/trump-cybersecurity-strategy\/\">cyber strategy<\/a> that aims to promote more proactive, offensive actions while bolstering federal networks and critical infrastructure, is a significant shift that\u2019s already materializing in meaningful ways, a group of experts said Monday at the RSAC 2026 Conference. <\/p>\n<p>Despite the federal government\u2019s absence from the industry\u2019s largest annual gathering, and the <a href=\"https:\/\/www.whitehouse.gov\/articles\/2026\/03\/white-house-unveils-president-trumps-cyber-strategy-for-america\/\">long-anticipated document\u2019s brevity<\/a>, representatives from a major cybersecurity vendor, consulting, venture capital and law firm were quick to defend and evangelize the administration\u2019s strategic actions in cyberspace. <\/p>\n<p>The freshly-released strategy puts the federal government on firm footing to move beyond deterrence and into action, said David Lashway, partner and global leader of cybersecurity and national security at Sidley Austin. <\/p>\n<p>\u201cWe are going to take offensive and defensive action with the most powerful cyber capability that the world\u2019s ever seen, and hopefully will ever know,\u201d he said. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>This doesn\u2019t mean, as some industry observers have suggested, that the Trump administration is pushing private companies to <a href=\"https:\/\/cyberscoop.com\/national-cyber-strategy-private-sector-offensive-operations-sean-cairncross\/\">hack back<\/a>. <\/p>\n<p>The scale and whole of government response is the key difference between the latest federal cyber strategy and what administrations have called for over the past decade, Lashway said. <\/p>\n<p>Instead of relying on private lawyers to get a nationwide injunction and collaborate with dozens of governments for massive takedowns, or government agencies collaborating with private security companies on a limited basis, the strategy aims to mobilize \u201cthe massive infrastructure and capability of the United States in a more coordinated way,\u201d he added. <\/p>\n<p>This strategic pivot won\u2019t achieve all of its objectives immediately, but it\u2019s already showing signs of impact, according to Lashway. \u201cIt\u2019s been different since they issued the strategy,\u201d he said. \u201cWe\u2019ve already noticed a difference.\u201d<\/p>\n<p>Wendi Whitmore, chief security intelligence officer at Palo Alto Networks, said she\u2019s also seen more collaboration in the private sector.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cWhile there\u2019s no doubt challenges <a href=\"https:\/\/cyberscoop.com\/cisa-personnel-cuts-trump-second-term-analysis\/\">related to current staffing<\/a> and the dynamic environment going on with the government, I have never before seen as much action and cooperation as we are seeing today, and that\u2019s from every government agency that we\u2019re working with,\u201d Whitmore said. <\/p>\n<p>\u201cThere is certainly a tremendous shift in the level of discussion that we get from the government today,\u201d she added. \u201cIt\u2019s a very proactive, kind of muscular dialogue that\u2019s different from what I\u2019ve previously seen.\u201d<\/p>\n<p>Experts said that earlier concerns about triggering backlash and worsening already fragile systems had kept the federal government from taking certain actions, but that caution is now being reconsidered.<\/p>\n<p>\u201cThe government\u2019s going to start punching people in the face,\u201d said Jamil Jaffer, venture partner and strategic advisor at Paladin Capital Group. <\/p>\n<p>Trump administration officials have told the private sector it wants their help and they need to be well defended, he added. \u201cIf we do live in glass houses, well, everyone\u2019s going to need to start putting more glass up.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Jaffer expects the Trump administration to prevent and respond to intrusions aggressively and publicly. \u201cHalf the problem with deterrence today is <a href=\"https:\/\/cyberscoop.com\/trump-cyber-policy-foreign-hacking-response\/\">we don\u2019t actually practice real deterrence<\/a> when it comes to the cyber domain. We don\u2019t punch people back,\u201d he said. <\/p>\n<p>The dynamic and proper response, to him, is akin to a child responding to a bully at school. <\/p>\n<p>\u201cIf you get hit in the face, punch them back in the face,\u201d Jaffer said. \u201cDo it publicly. Everyone sees it.
