It mostly took aim at Center 16 of Russia\u2019s Federal Security Service (FSB) over its control of the cyber threat group known by a list of names including Turla, Secret Blizzard and Waterbug.<\/p>\n<p>\u201cCybercriminals, self-proclaimed hacktivists and private companies linked to Russia, including actors operating under its instructions, direction or control, have also carried out, enabled and facilitated a wide range of malicious activities,\u201d European Union High Representative Kaja Kallas said in <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2026\/07\/13\/cyber-russia-statement-by-the-high-representative-on-behalf-of-the-european-union-denouncing-russia-s-malicious-cyber-ecosystem-targeting-the-eu-its-member-states-and-international-partners\/\">a statement<\/a>.<\/p>\n<p>The EU called out Russia for the Turla campaign that dated back to 2010 in France with targeting of the government there, and has also featured activity against Germany, Poland, Cyprus, the Netherlands, Austria, Slovakia, Romania and Finland. It made special mention of blaming the FSB for last December\u2019s <a href=\"https:\/\/cyberscoop.com\/cisa-warning-russian-cyberattack-poland-power-grid\/\">attacks on Poland\u2019s energy grid<\/a>, which left half a million people without heat.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>In all, the European Union sanctioned nine Russian individuals and four entities. While the EU didn\u2019t name them, Kallas\u2019s statement said it also included officers of Russia\u2019s Main Intelligence Directorate of the General Staff (GRU).<\/p>\n<p>The United Kingdom\u2019s cyber sanctions, the first it\u2019s done in coordination with the EU, featured a <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-and-eu-strike-russian-cyber-networks-with-new-sanctions\">longer list<\/a> of 24 individuals and entities. The U.K. named GRU senior leadership figures Vyacheslav Stafeyev, Ivan Senin and Ivan Kasyanenko for their alleged hybrid cyberattacks in conjunction with cybercriminals and recruitment of hackers across Russian universities. The U.K. also sanctioned individuals behind <a href=\"https:\/\/cyberscoop.com\/lumma-stealer-infostealer-takedown\/\">Lumma\u202fStealer<\/a>, the target of an international takedown last year.<\/p>\n<p>\u201cThese sanctions\u202fstrike at the core of the cybercriminal networks propping up the\u202fRussian state\u2019s\u202faggression, and the UK and EU are sending a clear message that Russia cannot hide\u202fbehind its use of these\u202fproxy groups,\u201d Foreign Secretary, Yvette Cooper, said in a news release that mentioned \u201cdestructive attacks\u201d by Russia. \u201cFrom directing criminals to\u202ftargeting businesses, and striking Poland\u2019s energy grid in\u202fthe depths of winter, the\u202fRussian state\u202fis sinking to new\u202flows\u202fin its attempts\u202fto\u202fundermine European security.\u201d<\/p>\n<p>At least two European governments, <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/7\/13\/eu-sanctions-nine-people-over-alleged-russian-cyber-spying-campaign\">Germany<\/a> and France, said they would be summoning Russia\u2019s ambassadors in their nations over the attacks.<\/p>\n<p>Also Monday, the European Union <a href=\"https:\/\/www.barrons.com\/news\/eu-sanctions-target-russian-state-backed-messaging-app-81b3c8da\">announced sanctions<\/a> against the company behind Russia\u2019s messaging app, Max, citing its use of surveillance features to clamp down on dissent.
